The Office of the Chief of Police

The office of the Chief of Police is responsible for the general supervision, administration, and training of the Police Department. The Chief of Police is responsible for the government, operation, efficiency and discipline of the department. It shall be the duty of the Chief of Police to cause the public peace to be preserved and enforce all the laws of the State of Connecticut and Ordinances of the Town of Berlin of which the Police Department must take cognizance, and whenever any violation thereof shall come to his/her knowledge, he/she shall cause the requisite complaint to be made and procure the evidence for the successful prosecution of the offender or offenders.

Administrative Division

The Deputy Chief of Police is second in command of the Police Department and is Subordinate only to the Chief of Police. During the Chief of Police's temporary absence from duty, the Deputy Chief of Police automatically assumes all duties and responsibilities of the Chief of Police. The Deputy Chief of Police will be designated the Training Officer for the Berlin Police Department and coordinate all training for the police department. The Deputy Chief is responsible for the daily operation and supervision of the Records Division of the Berlin Police Department.

Support Services Division

The Support Services Division consists of the Support Services Bureau, Traffic Bureau, Detective Bureau, and Youth Bureau. Lieutenant Chris Ciuci is the commander of the Support Services Division.

The Support Services, Traffic, & Youth Bureaus consist of one Sergeant and three officers.
The Support Services Bureau is responsible for the following:

- Alarm Registrations

- Superior Court Liaison
- Vending Machine Inspections
- Scheduling Personnel
- Private Duty & Overtime Assignments
- Accreditation

Youth Bureau
The Youth Bureau is responsible for the following:
- To protect the lives and property for all persons in Berlin schools
- To enforce Federal, State and Local criminal laws and ordinances, and to assist school officials with the enforcement of the Education Policies and Administrative Regulations regarding student conduct.
- To investigate criminal activity committed on or adjacent to school property.
- To answer questions that students may have about law enforcement issues, such as juvenile laws.
- Design and implement programs intended to prevent and control delinquent and criminal behavior by children and youth in conjunction with other Town agencies

Traffic Bureau
The Traffic Bureau is responsible for the following:
- All traffic control signals and markings for the Town of Berlin
- Traffic Control and direction for special functions
- Traffic Surveys
- Fatal motor vehicle crash investigations

Detective Bureau

The Detective Bureau is responsible for the following:
- Maintenance of department photographs and the evidence lab
- Investigation of felonies and all crimes involving fraud, theft, and violence
- The Youth Detective is responsible for the overall coordination of department efforts regarding children and youth, including delinquency, families with service needs, abuse, neglect and missing/runaway yout

Patrol Division
The Patrol Division covers a wide range of traditional police services, which may be generally defined as the patrolling of the Town streets for the purpose of preventing crime, preserving the peace, protecting life and property, enforcing the laws and ordinances, assisting the public in any way possible, also security inspections of commercial establishments, vacant homes, etc., investigations of suspicious persons and vehicles, and the checking of establishments which may be frequented by gamblers, prostitutes, narcotic sellers or users of any other law violators. The Patrol Bureau shall make initial investigations of crimes, compile necessary crime and incident reports, protect crime scenes, control public gatherings, render miscellaneous police field services, and arrest all offenders of the law. Lieutenant James Gosselin is the commander of the Patrol Division.
